The ELD mandate gave paper-log fleets two years: what FMCSA required, what it forbade, and when a phone counts
FMCSA's ELD final rule set a two-year switch from paper, barred using the device to harass drivers, and let a smartphone qualify only if it met the spec and sat on the registered list.

What the FMCSA announcement actually said
Paper logs were given a two-year runway. The ELD mandate requires automatic recording of driving time, engine hours, vehicle movement, miles and location, and inside that window it took roughly 3 million drivers off paper.
The mandate grew out of MAP-21, and this announcement is the one that set it in motion. The technical Appendix A is the yardstick every later revocation is measured against. A smartphone counts as an ELD only if it meets the spec and appears on the registered list; without a listing, a phone with a new sticker on it has an identifier problem.
The harassment language exists because an ELD can be turned into a pressure tool, and the coercion rulemaking sits beside it. Canadian and Mexican drivers must run ELDs on U.S. roads too. The projected net benefit, over $1 billion a year, came mainly from paperwork savings, not from anything that happens on the road.
The date that counted was December 18, 2017, and AOBRDs had until December 16, 2019. The revoked-device lists you see now are the same mandate being maintained.
A later exemption covers certain engines built before 2000. Our Volvo tractors are outside it, so there is no old-equipment loophole for us to lean on, and no appetite for paper-log nostalgia either.
What it changes for the dispatcher
An ELD is never a way to push a driver into hours he cannot legally work. Dock appointments exist for a reason, and the coercion rule is the thing to read when a delivery schedule starts acting like pressure.
Dispatch looks at the log. Owner-operators still bring their own registered device. The live list is at eld.fmcsa.dot.gov/List.
For what followed the mandate, see twelve more devices and the year of 79 removals. The transition years are covered in the November 2017 guidance and the April 2018 enforcement start.
We use a registered ELD because the rule asks for one. Dispatch: +1 (224) 877-0350.
Where Royser stands
Our trucks run ELDs, and we do not use them as a pressure tool. A phone taped to the windshield stays off our trucks unless that exact product is on the list.
An ad for a cheap clone in 2026 does not mean the mandate was postponed. Paper logs had two years, and the two years are over.
A person answers at +1 (224) 877-0350. Anything that looks like a clone gets checked against the live list before it goes near a truck.
Short glossary
The jargon, in the order it showed up — no extra theory.
- ELD
- Electronic Logging Device, which records hours of service automatically under Part 395, Subpart B.
- AOBRD
- Automatic onboard recording device: the older technology under 395.15 that received a longer phase-out.

FAQ
Is anyone still allowed to use paper logs?
Not under this rule. Fleets on paper had two years from the final rule, and that time has run out.
Can a phone serve as an ELD?
Yes, if the app or device meets the spec and is on the registered list. A sticker is not a listing.
What about trucks built before 2000?
A later exemption covers some older engines. Our Volvo tractors are not among them, so it does not apply to us.
Does the rule cover Mexican and Canadian drivers?
According to the announcement, yes: they need ELDs on U.S. roads too. The mandate was never limited to domestic fleets.
