Royser FMCSA Parking

Money for truck parking is not a freight rate. It is a 14-hour problem with a grant attached

USDOT's June 2025 parking grants, more than $275 million including 917 spaces on Florida's I-4, do not open a legal lot on Midwest I-80 tonight.

What the notice actually said

At 21:00 on a weeknight the next truck stop on I-80 is already a rumor. The driver has clock left, a legal spot to find and a choice that is not really a choice: park illegally, or burn the rest of the 14-hour window circling a full lot. That is the problem the parking slice of the June 27, 2025 package is aimed at, not a cheaper load-board price.

Secretary Duffy's announcement bundled parking grants, HOS-pilot language, digital-tool upgrades and the withdrawal of the heavy-vehicle speed-limiter proposal. The parking number is the one a driver feels in the window: more than $275 million toward expansion, because the department says 40% of truckers spend more than an hour a day hunting for a space. An hour of hunting is an hour you do not get back for a morning live load.

Florida's I-4 corridor is the named project. Volusia, Seminole and Osceola Counties get $180 million for 917 spaces. That is a specific count on a specific interstate. It is not a Midwest inventory, and it does not promise that I-55 or the Chicago-area lots grow overnight.

Midwest freight still lives on shipper yards, whatever the next travel plaza has left and the lots we already know are tight after 16:00. Illinois docks still close when they close. A construction pipeline in Osceola County does not change that sentence this Monday.

The same June 27 package also withdrew the speed-limiter proposal. That is a different operational file: company governors and insurance, not rest-area concrete. If you came here from that headline, keep the two items labeled. Parking is a 14-hour problem with a grant attached.

What it changes on Monday

When we quote a Chicago live load, parking is already part of the appointment math. We do not assume a legal space will appear because a federal package named a dollar figure. We assume the lot is full and build the window so the driver is not hunting at 21:00 with 45 minutes of clock.

A grant in Osceola County does not move a Joliet window. If a shipper wants a 06:00 live load and the previous delivery is a late unload in Indiana, the constraint is still HOS plus a place to shut down, not a press-release map. Say drop versus live on the tender. That one field is worth more than a parking headline.

If a future Illinois rest-area project lands with a mile marker we can use, we will put it here. Until then, scheduled windows are how we keep the 14-hour from becoming a ticket. See booking a dock time when the dock is the real clock, and the Chicago region when the empty is already in our backyard.

Brokers who treat this announcement as a reason the linehaul should come down: hang up. Parking grants do not change what a tractor-mile costs. Years from now they might change how often a driver burns an hour looking for a stall. That is not a fuel surcharge and it is not a discount.

What we will and will not do

Royser runs Volvo tractors and plans hometime against real HOS, not against a construction announcement. We will quote a workable window or we will pass. We will not sell "new parking" as a service on a load that still has to shut down in a full Chicago-area lot.

We will not take a Florida line item and paste it on an Illinois rate confirmation as if it applied. Shippers: say drop versus live. Drivers who want a desk that already does this math: apply.

Dispatch answers at +1 (224) 877-0350. If the lot is the problem, say so early. We would rather move the appointment than explain a 395 violation afterward.

FAQ

Does this lower my Illinois freight rate?

No. Parking grants do not change linehaul, fuel or what a Volvo tractor costs to run. They fund construction that may add spaces later on named corridors, not on your tender this week.

Will Royser drivers get new Illinois spaces from this announcement?

Not from the Florida I-4 line item of $180 million and 917 spaces. We still plan the clock as if the Midwest lot is full and the dock still closes at 16:00.

Is this the HOS pilot?

Same June 27 package, different file. The parking grants are concrete and in dollars; the HOS work is a study design with its own dates.

Who do I call about a drop yard?

Dispatch at +1 (224) 877-0350. If you need a scheduled window instead of a live race to a full lot, start on the dock-time page.
