Royser FMCSA ELD

FMCSA tightened how an ELD reaches the registered list. Buy from the list, never from a social-media ad

A new vetting process makes it harder for a revoked ELD to return to the registered list. Buy only from that list, write down the identifier, and skip the ad.

FMCSA tightened how an ELD reaches the registered list. Buy from the list, never from a social-media ad

What "streamlined vetting" actually added to the list

An owner-operator turns up with a new logger still in shrink wrap and a receipt from a social-media ad. Price is not the first question. The first question is whether its identifier appears on eld.fmcsa.dot.gov/List. That question got sharper once FMCSA changed how vendors reach the list at all.

FMCSA called it a full overhaul of registration. The first pass looks at contact details, specifications and device photos. Fraud screening then compares the application against active, inactive, revoked and in-process entries. The file finally lands in Category 1 through 4, from approved to denied.

By the agency's own account, the old system made it too easy to register hardware that did not comply, or to register again something that had been pulled. That fed a loop of revocations and forced replacements, with the cost falling on the motor carrier and not on the seller of the clone. Here "streamlined" means a tougher gate, not a faster rubber stamp.

The June announcement is the upstream piece. The August 6 bulletin that removed five devices is the downstream piece. Read the two side by side without merging them: one explains how a vendor gets listed, the other names five identifiers that left. Check both on FMCSA.gov before you cut a purchase order.

How to buy an ELD without buying a second one within 60 days

Open the registered list and match the identifier printed on the device with the one on the list. A salesperson who cannot point to that row is selling you a problem waiting for the next revocation, like the one we covered after August 6 removed five devices with an October 6 replacement deadline.

If the seller cannot show you that row on the registered list, you are not buying an ELD. You are buying a problem for October.

A stricter vendor process does not change your logger tomorrow unless your own unit is revoked. Check the identifier anyway. Logging software meets the mandate only when that product is on the registered list and you still satisfy 395.22. Do not assume an exemption because you "mostly" stay within 150 air-miles; the short-haul exception is narrow, and an ad is not an exemption.

None of this moves a shipper's rate. It decides whether a leased-on truck can leave Rolling Meadows. If you drive for us, a company truck comes with an ELD already installed. If you bring your own device, dispatch and safety will ask for the identifier before your first load, through the same phone number as the rate desk.

Our standard on the truck: the truck is the company, and so is the log

We will not bolt a $199 no-name unit into a Volvo so a lease driver can "save money." The truck is the company, and so is the log. Owner-operator onboarding covers that conversation, and it is not about how the box looks.

We will not dispatch a partner whose identifier is missing from the live list, and we will not wait for a vendor to "get recertified" while a truck runs under our authority. We open eld.fmcsa.dot.gov/List, match the identifier, and say no if the row is not there.

Dispatch and safety confirm the ELD on a partner truck before it goes out: +1 (224) 877-0350. If you would rather take a company seat, the simpler route starts on Open seats. Verify the live list and 395.22 on FMCSA.gov; this article describes how we choose a logger and is not legal advice.

Short glossary

The jargon, in the order it showed up — no extra theory.

Registered ELD list
The only catalog that satisfies the federal mandate. Vendor websites and social-media ads are not the list.
Revoked device
A device FMCSA removed from the registered list. After the grace period, using it counts as having no ELD.

FAQ

Will the stricter vendor process change my ELD tomorrow?

Only if your current unit is revoked. Compare its identifier with the live list; the June overhaul concerns new vendor applications, not a mass replacement.

Can logging software replace a hardware ELD?

Only when that product is on the registered list (many are) and you still comply with 395.22. Software outside the list is not an ELD.

What about the short-haul exception?

It is narrow. Do not assume an exemption because you "mostly" stay within 150 air-miles; check 395.22 and the exception you think applies.

Who at Royser confirms the ELD on a partner truck?

Dispatch and safety, before the truck goes out. Call +1 (224) 877-0350 and keep the identifier handy.
