New Entrant rule: break any of 16 essential regulations in the first 18 months and you fail the audit. Royser is a new carrier, so this applies to us too
In the 18-month New Entrant monitoring window, one violation of 16 essential rules fails the audit. As a new carrier, Royser plays by it, and so should anyone hiring a new MC.

What the announcement actually said
A two-month-old MC with a low quote is not a discount version of anybody. Under FMCSA's New Entrant Safety Assurance final rule, a single violation of any of 16 essential regulations during the 18-month monitoring period is an automatic audit failure.
Those 16 form the "you do not stay registered if you cannot handle the basics" list: drugs and alcohol, hours of service, driver qualifications, vehicle condition and financial responsibility. FMCSA may also demand a written corrective plan.
After a failure you fix things within the time FMCSA sets, or the registration can be revoked. Roadside violations can bring an expedited audit or a full compliance review. A serious one means a compliance review. That is not a coaching service anyone should expect for somebody else's MC.
A flash MC running on a rented USDOT number is exactly what this rule and the later notice against selling numbers were written for.
The 2003 program design is the framework, with an on-site audit within 18 months. This 2008 rule adds the enforcement. Together they explain why an authority that is two weeks old cannot stand in for a carrier with a long clean record.
What it changes on Monday morning
Brokers who go looking for a two-month-old authority to save $200 should think twice. Do not buy an MC. For the 2003 framework, see the audit within 18 months.
Royser is new, and we say so. Read About Royser, and find our documents on the broker packet page. We run our own trucks under our own authority and will not be anyone's permanent authority on a handshake.
When a rate is $1.50 below market and the MC is 11 weeks old, it usually sits inside this 18-month window. Ask for the safety audit status, the insurance certificate and the drivers' qualification files before you tender.
A named MC goes on the truck. To price a load, use Price a lane, or call +1 (224) 877-0350.
What we will do, and what we will not
We are a new carrier and we treat the 16 essentials as the floor. We will not lease out MC# {{MC}}, and we will not coach anyone through an audit for an authority that is not ours.
We will not take cheap freight on a borrowed MC. There is a reason those 16 failure points exist, and a new carrier has to earn trust on all 16 of them.
A named carrier with its own trucks. Call +1 (224) 877-0350 and a person answers, if what you want is a truck and not a remix.

FAQ
Is Royser a new entrant?
Royser is a new carrier, so the program applies to us. We run on the 16 essentials, and anyone can check MC# {{MC}} in the FMCSA database.
Can we "use your MC"?
No. We do not lease out {{MC}}. Read the do-not-sell notice to see what FMCSA does about rented numbers.
Which 16 rules?
The rule lists essential items covering testing, hours of service, driver qualifications, equipment and insurance. If you are a new carrier, read the Federal Register text.
Expedited audit or compliance review?
A roadside inspection can lead to either one. Serious violations can escalate to a full compliance review.
