About 75 CDL schools are under investigation, and a verifiable training record is a must at our hiring desk
USDOT and HSI are examining roughly 75 entry-level CDL schools over fake certifications, and close to 10,000 providers have already been removed from the registry.

What the joint effort is doing
This morning a safety manager pulled a hiring file where the training school did not match the Training Provider Registry. That scenario is what the July 16 announcement is about. A license comes from a state. A school that sold a certificate without the training hours is something we ask about before anyone is handed keys.
On July 16, 2026 FMCSA named about 75 ELDT schools it suspects of fraud, and USDOT is bringing DHS Homeland Security Investigations into those cases. The same announcement quotes Secretary Duffy with large totals for roadside English-proficiency actions, state license cancellations and training-school removals. Those numbers come from the department, so we cite them as the agency's claim and point you to the original.
In December 2025 training providers began leaving the registry in bulk, and the department says the total since late 2025 is close to 10,000. February 2026 brought more than 550 proposed removals. In July 2026 HSI joined to add muscle. The direction is plain, and it is no reason for a carrier that already calls previous employers to stop hiring new CDL holders.
Before you pay tuition, look the school up on the Training Provider Registry, and read the July 16 announcement on FMCSA.gov if you want the department's own categories. We will not invent an outcome for those 75 cases, and we do not treat a registry removal as hearsay.
Why a shipper should care who trained the driver at the dock
A CDL that was bought rather than earned becomes everybody else's crash risk. If you want the driver at your dock to have actually backed up a 53′ trailer before, do not grab the cheapest anonymous carrier off a load board because its rate was $80 lower. The school record and the carrier record are how that risk ends up on your concrete.
A certificate from a school that is gone from the registry is a warning sign, not an achievement.
Ask for the MC, the USDOT and a packet. Ours is on the broker packet page: W-9, COI, authority, MC# {{MC}} and USDOT# {{USDOT}}. A named asset-based carrier whose hiring desk calls previous employers is a different product from a phone-only dispatch shop that treats a mill diploma as orientation.
None of this freezes new CDL hiring at Royser. It simply makes us warier of thin files. If you trained at a school that was later dropped, you can still apply with a valid CDL and real miles driven since. We will ask about the school and trust the miles we can verify. If that sounds like your file, see Open seats.
How we hire around mill paper
We favor experienced CDL-A drivers and we call previous employers. A certificate from a school that is no longer on the registry is a warning sign, not a badge of honor. We are a carrier, not a training school, and we say so to anyone who asks us to "finish" their CDL.
We will not hand a Volvo to a driver with a mill diploma and hope the dock teaches backing. We will read the registry, call the previous employers and pass on a file that amounts to a certificate and nothing more.
Drivers, apply here. Do not send us a diploma from a school that is currently in an HSI file and expect orientation next Tuesday. Shippers who want the packet rather than a lecture can reach dispatch at +1 (224) 877-0350. Check any school at tpr.fmcsa.dot.gov before writing a tuition check. This page is neither legal advice nor an endorsement of any school.
Short glossary
The jargon, in the order it showed up — no extra theory.
- ELDT
- Entry-Level Driver Training, the federal training standard behind many first-time CDLs, which a school on the registry is supposed to deliver for real.
- Training Provider Registry
- FMCSA's list of schools authorized to deliver the required ELDT. Once a school is removed, it can no longer satisfy that federal requirement.
- HSI
- Homeland Security Investigations, the investigative arm of DHS that the July 16 announcement names as extra firepower on the fraud cases.

FAQ
Does this freeze new CDL hiring at Royser?
No, it only makes us warier of thin files. We still hire licensed drivers whose miles we can verify.
I trained at a school that was dropped. Can I still apply?
Yes, as long as you hold a valid CDL and have real miles since school. The license comes from the state, and the school is what we will ask about.
Is Royser a training school?
No, we are a carrier. We hire CDL-A drivers, and we do not sell a first license or tick an ELDT box for you.
What should a shipper take from this?
Tender to a named asset-based MC that has a packet. Cheap capacity with no paperwork is how bad paper reaches your dock.
