What FMCSA actually announced

Whoever schedules skills tests now looks up the Training Provider Registry. February 7, 2022 completed the ELDT rollout: an entry-level driver must finish training with a registered provider before the state gives the knowledge or skills test for a first CDL or one of the listed endorsements.

Providers register at tpr.fmcsa.dot.gov/provider. Training combines classroom and behind-the-wheel time, and the registry keeps the certification and passes it to the DMV. That is the infrastructure whose absence caused the 2020 delay.

When a school is not on the registry, the state is not supposed to test its students. That is why removing thousands of providers later has real teeth. A claim of having been trained in a yard, with no registry record, is a 2022 problem, not a 2016 theory.

Self-certification works only when someone audits. The launch built the checkpoint, and the later purge is the audit finally taking effect.

Trainers who work in-house must be listed on the registry too. Royser is not a school and does not sell seats. A driver with a ten-year-old CDL who adds nothing new is a separate case, so check the list of endorsements in the rule.

What changes for us on Monday

We still want to see real miles. A registry entry is the minimum, not a replacement for a road test. If a school later lands on a proposed-removal list, its trainees have to be told under the process that came afterward.

For the crackdown on bogus schools, read about the registry purge. The rule behind all of this is the 2016 ELDT final rule, and the postponement is explained in why 2020 slipped.

Applicants, see Open seats with a license that still traces back to a real school. We will not hire around a registry gap.

Call the hiring desk at +1 (224) 877-0350. Bring your card, not a story about the yard.

What we do and what we do not

We hire drivers whose CDL was issued by a state after it verified the registry. We do not count a yard story with no registry record as training.

We are not a training provider, so we do not sell ELDT seats and we do not waive a road test just because a box on a screen turned green.

Apply with a real school behind your card, and call +1 (224) 877-0350.

FAQ

Does this apply to someone who has held a CDL for ten years and adds nothing?

It applies to first-time CDLs and certain upgrades and endorsements. Check the endorsement list in the rule before you assume a grandfather exemption.

What about an in-house trainer?

The trainer must be listed on the registry. Self-certification is allowed only if the provider meets the requirements of the rule.

What if the provider is dropped?

Trainees must be told under the later removal process. A dropped school does not excuse anyone from a road test.

Is Royser a school?

No. We do not sell ELDT seats, and we are not on the registry as a training provider.
